you have got good piece, however, you hid information by not telling your readers that they need the Builder to do the Production of the proposed building, you do not need an advise of the Architect on this, just as is it certain to engage those professionals you earlier mentioned

The Civil engineer and the structural engineer are not the same. A civil Engineer is not neccessarily a Structural Engineer, but he can be one by further training, Civil engineering is wide and can be the first step to been a Structural Engineer, not all Civil Engineers are Structural Engineers, it is therefore an error to use them as if they are same.

Construction Position in todays market are hard to come by and this is made even more compounded by the fact that future employers are becoming more difficult to satisfy. Personally, I think that the world markets should see substantial improvements within the next twelvemonths and this should make the situation easier to handle.

I have once gave reasons why you may not have outright estimation without your drawings, specifications and area you want to build. But let look at 13million on the average.
Can you see I have shifted base now there are a lot of factors contributing to cost of building, no two buildings will cost same.
Check out my article on http://www.buildingcontractorsecrets.com/2007/10/factors-that-contributes-to-cost-of.html

You won't run out of money, you don't need to consult all the professionals except you are turning your house to a bank.
Building Professionals in Nigeria do collapse duties of others to save cost. You only need to know where you need one and apply the services. If you are buying a Land I think you will agree with me you need a Lawyer to help with the documents, you also need to do the survey plan which will be done by a Land surveyor.
You sure needs an architect to design your building.
From here you may need the advise of your architect to determine who you need or not.
